Pune: The state government on Tuesday ordered all municipal commissioners to restructure based on four member wards of the Mumbai Municipal Corporation and four in other municipalities including Pune, Pimpri-Chinchwad. The three-member structure established by the Thackeray government was reversed by the Shinde government in March itself. The government had also taken over the powers of the State Election Commission to demarcate wards. As a result, there was a stir as the City Commissioner was commissioned by the Urban Development Department to design a new structure. For this reason, it is expected that the municipal elections will be postponed for at least four to six months.

The Deputy Secretary of the Department of Urban Development, Priyanka Kulkarni-Chhapwale, has sent a letter to the commissioners of all municipal corporations eligible for election, asking them to take the necessary steps to draft the structure of the wards. The state government had changed the law in March, reversing the decision made by the Thackeray government on the formation of wards. According to the decision taken by the Shinde government, the number of corporations in all municipalities including Mumbai, Pune, Pimpri-Chinchwad will decrease. Since there was no census last year, the number of wards will be determined according to the 2011 census.

The decision of the front has changed

The Fadnavis government had contested the 2017 municipal elections under the four-member ward structure. The BJP had benefited from it across the state. After the transfer of power in the state, the Mahavikas Aghadi government decided to form three member wards. As a result, all municipal election processes have been completed. Meanwhile, after the new transfer of power in the state, the Shinde government has decided that the next municipal elections will be held under the four-member ward structure. The decision was challenged in court by opposition parties, but no decision has yet been made.

Seven corporations will shrink in Pune

The state government at the cabinet meeting decided that the minimum number of elected members in the municipal corporation with a population over 30 lakhs will be 161 and the maximum number will be 175. 161 for the first population of 30 lakh, and a caporator for every lakh thereafter. According to the 2011 census, Pune Municipal Corporation has a population of 35 lakh 56 thousand 824. Hence, the number of corporations in the Pune Municipal Corporation will be 166. The Mahavikas Aghadi government had fixed the number of corporators at 168 for the first population of 30 lakh while forming the quarters of three members. As a result, the number of corporators in the municipal corporation was 173. Due to this decision by the state government, the number of corporators in the municipal corporation will decrease.

In Pimpri-Chinchwad, 11 corporators will decrease

The Pimpri-Chinchwad Municipal Corporation had 128 corporations in 2017, while in 2022 the number of corporations increased to 139 assuming the population increase formula as per the Thackeray government decision. But, according to the new decision, there will be 128 corporators in the municipal corporation. Therefore, it is clear that the opportunity of 11 candidates will be lost.

Direct impact on these municipalities

The municipalities of Mumbai, Thane, Ulhasnagar, Vasai-Virar, Navi Mumbai, Kalyan Dombivli, Nashik, Pune, Pimpri-Chinchwad, Solapur, Kolhapur, Amravati, Akola, Nagpur and Aurangabad are supported by the administrator. With the exception of Aurangabad, all municipal elections are prepared. The municipalities of Latur, Parbhani, Chandrapur, Malegaon, Panvel, Bhiwandi-Nizampur, Mira Bhayander and Nanded Vaghela have expired.

Reservation Assignment

It was decided to reorganize the neighborhoods for the next Municipal Corporation election. Therefore, the constitutional reservation for Scheduled Castes and Scheduled Tribes needs to be determined. After the determination of these districts, the reservation lot will have to be drawn again. In the meantime, the process of dividing the voter lists according to the new constituency structure should be implemented. It is likely that it will take on average six months for the composition of the districts, the reservation, the division of the electoral lists. It is therefore clear on this occasion that the municipal elections will be postponed.
