This new feature is currently only available to beta users, but will soon be available to non-beta users as well.

How to check Call tab feature in WhatsApp beta on your laptop or desktop

For this, you must first install WhatsApp for Windows beta version 2.2246.4.0 from Microsoft Store. Then, as soon as you open WhatsApp on your system, you will see the call button between the chat and status window. If it doesn’t, then the beta testers are full and you will have to open WhatsApp again after some time and check again.
