Under the Swachh Bharat mission, payments were made without work in panchayats of 195 grams. Along with the retrieval of the affected gram panchayats, instructions were given to take action against the village chiefs under the Panchayati Raj Act. Orders were given to recover the amount concerned and deposit it in the nodal account of the State.

Under phase two of Swachh Mission Bharat, there was to be solid and liquid waste management in the villages for the fiscal year 2021-2022, in which different types of pits were to be made, through which water dirty had to go into the ponds. Along with this, the disposal of dry and wet waste had to be done. Rs 06.13 crore was sent via CCL (Cash Credit Limit) in 347 grams of panchayats to Kanpur Dehat.

In the 195 gram panchayats in the district, 4.09 crore was withdrawn via the dongle (digital sign) from the heads, but no work was done in the villages. Of this amount, Rs 03.72 crore was misappropriated. When this matter came to light, an investigation team was formed. Once the investigation was completed, the team submitted its report to the government.

Additional Chief Secretary Manoj Kumar Singh suspended Deputy Director Panchayatiraj Abhay Kumar Shahi, DPRO Abhilash Babu, then DPRO. DM Neha Jain says the issue of irregularities is at the forefront. Village chiefs will be called and their statements will be recorded. Action will be taken if they are found guilty as part of the investigation.
